When does the error occur?
TestComplete shows this message when you are trying to bind your TestComplete project to a Jira project to assign automated TestComplete tests to Zephyr test cases in your Jira project.
Why is the message is shown?
To be able to bind your TestComplete project to a Jira project and send test results to Zephyr test cycles, TestComplete requires access to your Jira server. If TestComplete cannot access the server using the credentials you have provided, it shows this error message.
What can you do?

Make sure the credentials you have specified in the Jira Login and Jira API Token or Password text boxes in your TestComplete project are valid.

If you use an API token to access Jira, make sure the Jira Login text box contains your email address (rather than your user name in Jira).

If you use a password to access Jira, we recommend that you try using an API token instead. You can learn how to get an API token in the Jira documentation on the Atlassian web site:

Make sure that the user account you use has access to the specified Jira project.
If the error persists, make sure that you can access your Jira server directly (for example, from your web browser) using the specified credentials.
