When does the error occur?

The error occurs when you are trying to associate your TestComplete project’s test case with a test case managed by Azure DevOps or Team Foundation Server.

Why is the message shown?

The message is shown because your TestComplete test case is already associated with the specified Azure DevOps test case. You can view the list of Azure test cases associated with the current TestComplete test case in the Existing associations list in the Associate with Azure DevOps / TFS Test Cases wizard.

Workarounds

Associate your TestComplete test case with another Azure DevOps test case. To do it, type the needed test case ID in the The ID of the Azure DevOps / TFS test case to add text box manually or click the ellipsis button and select the needed test case in the resulting Choose Test Case dialog.
