TestComplete displays this message when it is unable to connect to the mobile device that you chose in the Select Local Device dialog.
There are several possible reasons for this –

The device was not configured for testing properly.

The version of the device's operating system is not compatible with the version of Android Debug Bridge (ADB) used on your computer.

Communication with the device failed for some reason.

And so on.
To solve the issue, we recommend that you click Run Troubleshooter in the Select Local Device dialog to run the troubleshooter that will help you resolve the connection problem.
