You cannot activate your license on a virtual computer. Activate it on a physical computer only.
Below are typical solutions that depend on the license type you have:
Select a physical computer that will be used as a License Manager PC.
Install the License Manager utility or LoadComplete on this physical computer and activate the license there.
Then you can install LoadComplete on your virtual computers and use these machines as workstations for creating and running load tests with LoadComplete.
You cannot install and run LoadComplete on virtual machines. You will have to upgrade to the Floating User license.
