To call DLL functions from tests, you must have the DLL Access feature enabled in TestComplete. The feature is installed and enabled automatically when you install TestComplete.
If you experience some issues with calling DLL functions, select File | Install Extensions from the TestComplete main menu and check whether the DLL Access feature is enabled.
