This error message informs you about an unexpected issue which is connected not with your license settings, but with some other subsystems: network, memory, and so on.
If you are working in a private network, this message indicates that TestComplete could not connect to the On-Premise License Server you specified.
Please examine the error message and try to find the reason. If in doubt, or if the error persists, please contact the SmartBear Support Team.
